SBC have already gone down this avenue with a statement by Will Conaghan this week. It is with that sentiment that the current application will be put forward for approval.

When determining planning applications the planning officers will have to make a judgement as to whether they think the benefits outweigh the negatives. As such, they can still recommend applications for approval even if aspects of the scheme are not in accordance with policy. Having said this, I would have expected the case officer to request amendments / further supporting information to address the comments made by swt.

Is there any part of these applications that does accord with policy?

That's the point - the council has been unable to demonstrate any way in which these proposals would be in the overriding interest of the public. Given the flooding and access problems, it's hard to see how it would even benefit the rugby club much, apart from having a huge bar on site. Drinking large amounts of alcohol isn't a recognised way of promoting sport and health, however.

Thanks and now seen. Sorry, don't keep up on the thread as much as I should. I will attend the meeting next week as I have some time free.
I know I'm being lazy but can someone save me looking and tell me time of meeting. Is it at Council buildings and I guess there is nothing to stop public attending

Passing the ball forward is an illegal move in rugby, but if the relevant people in charge of the game are looking at it from the wrong angle, everything looks fine and above board and the game goes on until the whistle blows, and the wrong team wins the game. Only, until those guys in charge take a look back at the game via a monitor in their changing room, do they realise they were part of an elaborate trick, but by that time it's far too late and the other team have the points in the bag and stick up a middle finger, to those they consider to be below them.

So looking at the above statement what and who benefits ?
As for policies they are trying to rewrite these as a pay as you go type policy , the directives they cannot mess with ,with huge fines that can be imposed the eu directives can't be subject to a condition, I would say that the one ground they asked to be quashed was the easiest one to try and wriggle out of !
How wrong shame on you 1 Environment impact assessment done in 5 years in Stafford will anything be left to save

As I write men in High Viz Jackets taking measurements on the old rugby pitches. They have also spray painted numbers on the pavement opposite the Horse.

I'm not sure I understand this bit. Surely the similar proposal doesn't exist, it was scrapped, so what relevance is that statement?

An officer's report prepared for Wednesday's planning meeting states: "Whilst objections have been made, a planning permission for very similar proposals already currently exists. "Appropriate conditions could in any event be included in a further permission that would make the proposal acceptable in planning terms.

"Where objections can be overcome by the use of a condition, it is not appropriate or reasonable to recommend refusal."

Benefits I guess:

-Better sports facilities. When other are being closed in the area.
-more accessible central location
-social, community and health impacts
-better on sight parking as Kingsway will become double yellow for new western access.
-more money coming into area
-creation of jobs.

I understand you are taking it to Committee on Wed 30 March. As I explained, the Secretary of State has a letter requesting ‘call in’ of this application. I will be sending a holding reply to the writer, advising that we will be taking no action until such times as this application has been to committee. In general, we consider that it is inappropriate in these cases to consider whether intervention at Government level is appropriate until the Council has reached a clear recommendation, taking into account the views expressed by consultees and the local community. In the event that your Council is minded to approve the application, following committee, we will then consider the request along with any other issues raised by the application against the call-in policy set out in the Ministerial Statement of 26 October 2012. We would then need a period of time to assess this request, post committee. You mentioned that there is no S106 on this application, so it is likely that you could be in a position to issue the planning permission quite quickly. We may therefore, depending on the outcome at committee, need to issue an Article 31 (previously 25) Holding Direction, to you on Thursday 31 March, formally preventing your authority from issuing planning permission. Or we could agree an informal arrangement. We agreed I would keep in contact with Richard in your absence and I will call him on the am of 31/3 to establish the outcome of the Committee. I hope this is clear. Please don’t hesitate to contact me with any queries in the meantime.

1,2 and 4 only affect the club members
3 takes no account of other locations, of which there are many for such uses
5 I'm unsure of, surely only to the club itself? If more people play because of the new facilities it will be the club that benefits in the main, not the town.
6 how many jobs? Once built, how many more staff will be employed per square foot of developed space? I suspect very few.

... and anyone else that wish to use the facilities.

I guess if I wanted to watch a game of rugby, I wouldn't need to be a member. (At least I didn't when I turned up with my camera to shoot a game back in 2007.) And one would hope that if another sport asked to use the pitches in the off season, they could come to some arrangement.
