Not free, but Kathrine house often have a few cheap cabinets.

Another option may be to accept any size of cabinet(s), lockable, or not, and to create the necessary capacity, making them lockable with hasps and padlocks on each drawer?

'Lockable' filing cabinets are not usually that secure, anybody who's worked in an office for any length of time will have come across the keyhole surgery techniques for gaining access with minimal evidence. I don't think I ever had a real key for mine, beyond the bit of wire that I kept in my desk, in case anybody leaned on the lock and locked it. You can sometimes find the ones in Katharine House have been 'done' in the past.

And, by locking each drawer individually, you can even subdivide the accessibility, if that might be an issue.

Some cabinets were retrofitted with a full-height bar, passed through the drawer handles and padlocked at the top and bottom.

If everything you're doing is 'modern', it can be worth choosing a 'metric' cabinet over a older foolscap one, which will be significantly wider for no great extra usefulness - if you get the choice.

Gramaisc is right, when I was moving offices around in GEC, as the boss of 5 star cleaning and labour supply, locked filing cabinets were never a problem just tip them back and 5 seconds later the draws were unlocked, hasp and staple were the only ones that were secure

And then pull the drawers right out to find the files and papers that had fallen out and been trapped behind the drawers.

It could usually be done without tipping, if someone had provided a 3mm hole in the right place and a few inches of 'coat hanger' wire could be found handy.

If you're still after a filing cabinet I saw one being put into a skip on Fairway as I drove past today.

It was the last House on the left before the school.

I'm sure they wouldn't mind if you liberated it if you asked.
