No, I've not 'phoned but emailed as then I'll have a proper record of their response, that's if they take the trouble to reply.
I now await a reply to "Two days ago I used my Council Tax Payment Card to pay £36 for the collection of my Garden Waste next year. Please send me a permit for sticking to my bin to show that I have paid and ensure that the information will be on the collection vehicle's in-cab computer. Thanks in advance" followed by my name and address,

Either they can or they can't.
If they can't they'll have to refund my £36.

Wouldn't it have made more sense to just increase everyone's council tax bill by like 5 pounds? And just kept the service going for everyone ?

£36 is how much everyone's bill would have gone up in those circumstances. Hardly fair to those with no garden though to do it in a blanket way.

No, not really, and I wouldn't have thought to question the £24 I've paid for libraries and £100 for schools this year out of my Council Tax if you hadn't mentioned "those with no garden" who, generally on the lower bands, will be paying less Council Tax anyway.

The link was making the point that Councils, borough and county, provide services for the whole community and all Council Tax payers will be forking out for some things that are of no benefit to themselves.
Now can we please get back to discussing recycling changes ?

A few weeks ago when the bin permit scheme had just been announced I managed to speak to a council apparatchik about the new regime. I asked him:
“Will the bin sticker permit have an identifying address on it ?”
Answer: “No”
“Then what would stop a thief peeling off a permit from a registered bin and sticking it on an unregistered bin ?”
Answer “I think the sticker is a special type of material that tears into fragments if anyone attempts to peel it off, but I’m not sure on that”
“So if the permit sticker has no identifying address and fragments if someone tries to remove it - might someone be tempted to wheel away your entire bin ?”
Answer: “Oh no, no one would do that !”
I’ve had no luck trying to register because of problems with the website / registration - and nobody answers the phone. Calling in at the council offices there seemed to be a lot of people besieging a single, harassed council employee complaining they couldn’t register their bins either.
I might wait 3 months until the lawn needs cutting again when (hopefully) they’ve got a grip on the system.

Thank you.
That suggests that me trying to 'phone the council would have been futile.
With a bit of luck I might get a reply to my email just as the lawns needs cutting again.

Yes, mine has 2021 and underneath it the name of my house. The literature says the bin men will have a list.
