Travelling to school question

Just casual nosiness here but under what circumstances would the LEA provide for a taxi to primary school for a perfectly normal child who only lives about a mile away?

I see someone getting picked up every morning and it's puzzling me...

If you have a look at:

http://staffordshire.gov.uk/education/schoolsandcolleges/Schooltransport/TransportPolicy/home.aspx

and

http://staffordshire.gov.uk/education/schoolsandcolleges/Schooltransport/SEN/home.aspx

you'll see that there are a whole load of possible circumstances.

Appearing "perfectly normal" doesn't mean that a person doesn't have some particular needs either due to a disability or other issues.

in what way is the child perfectly normal..?
It would perhaps have been phrased better to have said he has no physical or learning difficulties, he's a perfectly well and active little lad. His parents also both have cars and they both work from home most days of the week.

How do I edit this?
Now I'm being nosy, but what makes you think it's the LEA, rather than the parents, who pay for the taxi?

Good point. I just assume that if you are in a position to take your child to school regularly you would, rather than incur the cost of a taxi. However if there was some way you could get the taxi cost covered...

Like I said, just idle curiosity...
