On the constraints it says it's protected open space, if you follow the links it would also appear that there was archaeology department involvement in the original application.

Condition 6 required:

"The importation of materials referred to in this permission shall be completed within a period of 120 weeks from the commencement of development."

The development started in November 2009, so the 120 week limit for bringing in materials has long since passed, and by removing condition 6 the developers are in effect setting no timescale to complete the development.

The 120 weeks was calculated based on a total quantity of 500,000 cu.m. of materials, imported at an assumed rate of 70 loads per day / 7 loads per hour.

The supporting email from the developers in the latest planning application 14/20789/FUL blames lack of available material to bring in, due to the downtown in the economy between "late 2007 through into mid-2008" (their dates - before the original application was even approved in July 2008 ) but state in mitigation there will therefore have been less than the expected 7 lorries an hour trundling up and down the Newport Road, as a result.
