So, to summarise.

They put an application in, found they didn't actually need one, withdrew said application to save costs and it's all going ahead?

Is this right or have I got the wrong end of the stick?

Not sure happened to the post but my response is part of the quote somehow.

Outline planning has already been granted this is a reserved matters application...not planning so too speak.

Well yes and no. I do not know what or who the reserved matter was on a behalf of in this case.

Another maybe submitted depdening on the requirements

Sorry, I only know aspects on this.

A reserved matter is an application that add the details to a full planning application that has been already approved.

So the reserved matters may look at the finer detail not covered the the planning outline such as maybe signage, layout and landscaping etc.

In this case I have no idea if the reserved matters are even related to the proposal of costa. It could simply be they want to change the minor detail of the reserved matter or it is for someone else entirely or any interested wants to change them.

But the plans are still in place as they stand. These could themselves need resubmitting if their is a change required to the outline of a developement or site. Without reserved matters work can rarely start on site.

Don't reserved matters applications relate to outline permissions, not /FULs, or is that too logical?



Application for Approval of Reserved Matters following Outline Approval

Article 6 of The Town and Country Planning (Development Management Procedure) (England) Order 2015
The Application for Approval of Reserved Matters form should be used after an outline planning application has been approved.
A reserved matters application deals with some or all of the outstanding details of the outline application proposal, including:
• appearance - aspects of a building or place which affect the way it looks, including the exterior of the development
• means of access - covers accessibility for all routes to and within the site, as well as the way they link up to other roads and pathways outside the site
• landscaping - the improvement or protection of the amenities of the site and the area and the surrounding area, this could include planting trees or hedges as a screen
• layout - includes buildings, routes and open spaces within the development and the way they are laid out in relations to buildings and spaces outside the development
• scale - includes information on the size of the development, including the height, width and length of each proposed building
The details of the reserved matters application must be in line with the outline approval, including any conditions attached to the permission. If your proposals have changed in any way, you may need to reapply for outline or full planning permission.
Some, though not all, details may have been formally submitted and approved at the outline application stage, if the applicant chose to do so, or the council insisted.
The outline decision notice, issued by the council, will state which matters were reserved for later approval.
Permission lasts for two years from the last date that the reserved matters were approved, or, three years from the date that outline planning permission was approved – whichever date is the later.
Please note: Outline permission is not a permission to start work on site. The permission notice will state which matters have been reserved for later approval. When all of the reserved matters have been approved, work may begin on the site.
It is often helpful to discuss your proposal with your local authority before you send in your application – this is known as ‘pre-application advice’. Your local authority will normally have details of how to go about this on its website.

ISE Estates Limited has applied for planning permission to create the drive-through and 33 parking spaces. The project is hoped to create a modern, well positioned and exciting addition to the local area, as well as jobs.

Something you're looking forward to?

Not really - I don't drive and I'd have to walk past 2 other costas and a substantial walk to get to it - but I do like to see new things opening up around town, it's a great boost for the our Blackheath lane campus and for people visiting the showground - and I think a small supermarket on that site would be really useful as we often drive that way to get to Notts / Derby and the M1 and quite often need to pick up things on the way home.

Yay, means I can get a drive thru coffee early in the morning for any work drives to the north!! (As well as the obligatory stop at Starbucks in uttoxeter!!)

Plans have been revealed to build a 30-bedroom hotel on a business park where a Costa Coffee drive-thru is set to open.

Marston’s has won planning permission to put up an ‘affordable’ hotel just off the Blackheath Lane Roundabout at Beacon Business Park in Stafford.
The 0.57-acre site is close to The Knot and Plough pub, which also belongs to the Marston’s group.

It comes as Costa Coffee prepares to open a drive-thru cafe similar to the one off Etruria Road, Hanley, later this year.

A Marston’s spokesman said: “Marston’s was looking to expand their presence in Staffordshire and Beacon Business Park was an obvious choice, with excellent links to both the M6 and the A518 Weston Road.

“The hotel will provide affordable accommodation both for visitors to the business park and the wider Staffordshire area.”
