What were the refusals reasons? I'd rather see this ugly building demolished rather than converting. Hopefully, the applicants will submit a revised scheme which seeks to provide an attractive scheme and demolition of this building.

If this is the decision notice then the application to convert the building for residential use has not been refused. The council have merely refused to accept that the application to change the use of a building fan be done under permitted development rights.

For those of you that don't know permitted development rights allow works to be done without planning permission be required, e.g certain change of uses or small extensions to your home etc.

I expect the applicant will now submit a planning application

Yes, I've just been reading through the documentation myself. This looks like a technical decision, i.e. the developer made an incorrect application for change of use, so it had to be refused.

As you state, the developer can now come back with a proper planning application.

Just thinking, I have a feeling that a pub would be permitted development of A2. So how about converting to a small micropub with residential above?

Did you read the letter posted by cottontop? The council class it as A2 not B1a as the developers are claiming, so they need to submit a planning application for change of usage. It seems the council deem the old job centre as providing a professional service to the town.
