So, is this an artist's impression - or did the High Street Really have a bench across it?

I recognize Abbey National - and I think it's in the right location. The others harder to identify. Other than the High House and Bear Inn.

No I don't know how to rotate it.

I don't ever recall that arrangement, but the bench is in the correct sort of style.

That roadway has always been a southbound delivery route, as far as I can remember - since the pedestrianisation.

Quite clearly

There is a bench, rotated in almost exactly the way your picture isn't, a fair bit further back from the 'viewer' in this scenario.

There are some trees a bit further over to 'our' left in front of the 'viewer'.

Even though it is now pedestrianised, the high street still has traffic down it after six and before ten - some big stuff makes deliveries all along it, the picture above would make this impossible.

The Bear is there, but strangely the bear is not.

PS - Early 2000s would be when I bought the card I think.

If it was a lot earlier, I'd have said it might have been when the original bear was taken down ( or fell off) . My mates dad made the replacement bear, must have been very late 60's to very early 70's
