When the wheelie bins were first issued, the instructions were to place them 'at the curtilage' on the collection day. I had to look it up, and it seems that the curtilage is where your premises abut the highway. This may have been to be able to claim that they had not told you to place them on the footpath, thus obstructing the highway. There are, of course, places where there is no space adjacent to the highway into which bins could be placed to avoid such an obstruction ( 'open aspect', as I believe our estate agent friends term it ). I have lived in several houses where the front door has opened directly onto the road without even a footpath to obstruct. i wonder what you're supposed to do there?
