And now they're scrapping it, apparently we're the issue because not enough of us applied, so they're pulling funding from those that did

There was a radio news announcement the other day saying that the scheme has ended but is being replaced by “something very similar”. I didn’t catch all the details.
Thats government speak for we've already had the headlines for putting 2bn into it, now we've stole it all back it's the last you'll hear til we make another dodgy scheme! The fact it was heat only was the biggest waste, many people that did get a grant went from gas to heat pumps, but the majority of people use much more electricity than gas yet electricity production methods were excluded.
In better news, I got a survey date! Coming this Wednesday to spec the job properly, so I may get it done after all. It's been a little over 7 months since I applied I think?
For the GHG it's a double whammy, because as well as clawing 2/3 of it back after promising it the measures can only be installed by a select group of people. They charge about 50% more than 'normal' companies, so even if they spent a billion they only got 650m worth of work done. It's also a way to make it seem like they're pumping in more money, like where they announced billions of investment into electric vehicles.
No, they were just not pulling it
So I finally got a visit, they came out on Friday and worked through til it was dark, and said they needed to come back to finish up. It's mostly done, but they hadn't put the flashing around it so you can still see the wooden frame.
Woke up this morning to a leak, all this rain plus wind in the right direction means the water came in under the frame
They fixed the flashing, it still leaks. They were meant to be out yesterday to fix it, they cancelled. It's now raining, it leaks.
The government aren't exactly helping either. I have to redeem the voucher today or it expires, if it expires I am liable for the costs. I asked for an extension til it's fixed, they said no. So I either have to redeem it and they get paid despite the job not being finished (although I still owe them a grand, which they won't be seeing), or not redeem it and be liable for a vastly inflated initial quote that I agreed to because the government were paying it.
Current thinking is redeem it to remove my own liability, refuse to pay my share obviously, and get someone not associated with this scheme to fix it. Can you claim on your house insurance against a builder that did work if they damage it? Would they then chase the builder?
