I suspect (and I have no evidence of this whatsoever) that there's going to be some vague plan to refurbish the whole square in a year or two so they've stopped bothering to maintain it and are only 'making safe' with the justification that it would be a waste of money to buy new slabs only to rip them out again.

Council have realised pedestrianising all the high street was a mistake and they are now trying to replace the road by stealth. Should be done by 2030 ish.
