Metal / Steel Worker?

Ignoring the dimensions, as ideally I want it taller with 4 levels and narrower shelves, but is there anyone in Stafford or surrounding idea who I could work with to create something like this?

Havn't found any steel and not ordered the welder yet, apart from that I am making good progress.
