And it's so large the wound would probably scar.

It won't be, so much, the fines that stop it but the breweries. The council will be concentrating on landlords rather than customers and there are £2500 fines but what happened in Scotland when landlords said [glasgow accent] "we're not doing this no smoking bollox" [/glasgow accent] is that the breweries said "You're not getting any beer then!"
