It's a joint venture between SCC and Capita.

But most of the staff who were transferred to Entrust from the council in 2013 have since been transferred again either to full Capita or another third party company and the council plan to make more staff redundant next year when they give payroll to Capita.

Who are entrust then. Are they part of capita?
