You'll need Building Regs for the load bearing wall's so the use of a structural engineer will be required to work out how big the steel work needs to be.
As long as your not adding extra electrical circuits moving sockets and light switches comes under minor works.
Pipe work to radiators and such you'll need a plumber or a good diy person.
Gas pipes will need a Gas Safe registered engineer
