No. Romanians, Bulgarians, etc., had extremely limited right of entry to Ireland at that time. Now, apart from some very unusual terrorism-related circumstances, any EU citizen can enter Ireland and just walk over the border into the UK.But wasn't that the case before the creation of the EEC/EU?
