Neither....The weather or the marathon?
refunds are unable to be granted in line with registration T&Cs
https://www.gov.uk/guidance/unfair-...sits-advance-payment-and-cancellation-chargesA term saying no refund is available in any circumstances is likely to be unfair. Where there is no fault by your customer and the contract is ended by you, your customer may well have a right to a refund.
Also the week after the Manchester marathon and clashes with the Newcastle under Lyme 10k...I think that's the bit that everyone is getting annoyed about. It's a week before the London Marathon, so anyone running in that can't do it.

This is covered by the Consumer Rights Act 2015, which replaced, amongst others, the Unfair Terms in Consumer Contracts Act 1999.
This is what the Government's own guidance, on the Act, states, with particular reference to non-refundable payments:

Cancellation and abandonment insurance would not usually cover entrants fees in these circumstances
Indemnity insurance probably would
Public liability insurance would cover claims if the event had taken place
