If people take the time to google "How much does the EU membership cost Britain" or similar questions then the facts are out there.
The Telegraph article is one of many which all say much the same thing.
But, as has been said before, people can't be bothered to find out the facts for themselves.

The EU would have cost considerably less net if Whitehall hadn't repeatedly blocked access to grants & funding. There is an EU fund for retraining in the case of large scale redundancies. Tata Steel plant closures, no application for funding, any other mass redundancies, no application. There is an EU emergencies fund, the rest of Europe make applications for quite minor things like damage to bridges. Britain, flooding on the Somerset Levels, in Carlisle & Cumbria, the Thames Valley, York ... no application to be made. The 4% vat rate for the hospitality industry set by the EU and used by the rest of Europe, benefiting conference centres, hotels, restaurants, pubs, bars ... increasing employment, increasing other tax revenues and most of the difference between 21% and 4% would be deducted from our contribution to the EU, but introduction blocked by Whitehall ...
