The telling you one thing and not following through with it is typical of many a 'professional' builder, plumber, odd jobbie etc that i've dealt with, and the stories i hear concludes that i'm not alone.

This guy is going straight on my (ever growing) list of people not to employ.

He's a fool to himself then if you tried to negotiate with him, clearly doesn't need the work then, but it Still doesn't help you. If you have tried everything else you probably best getting some advice, where to go from here then!
