I'm a direct debit payer so it should happen automatically

But not all of us are direct debit payers.
If two months ago the council could decide that I need to pay £1,840.27 they should have been able to adjust it to £1,690.27 by now without all this kerfuffle.

The Stafford BC website at https://www.staffordbc.gov.uk/CTER was updated on May 17th. It now contains links to request having the £150 paid into either your bank account or your CouncilTax account.

It also states "If your property is in bands A-D and you pay by direct debit, your payment has already been made or is on its way to you. We will contact you if we need any more information." I wouldn't wait until September - there is a phone number on the web page.

Now I've had a letter in the post encouraging me to apply (despite previously being told I'd get DD automatically) and when I called I was forced to listen to 2 minutes of speil then told the lines are busy and hung up on by a robot!

Yes, I've had one of those letters, dated 19th May, and then yesterday received a revised Council Tax Bill bill indicating that I have been credited with the £150.
