Just went to google something and a box came up on the screen saying I couldn't do any more googling without reading their 'message' saying everything I was looking at etc was being monitored blah blah blah and can't continue any further without clicking on 'I agree to the terms and conditions'

Is this the norm to get this message up , and am I safe to click the Agree' button ?

I've never seen a message like that but I have blockers on my browser. If you let it Google monitors everything you do and tracks where you go to, to sell information about you to advertisers. Blockers are available to prevent this. I think that the last thing Google would do is let you know it was monitoring you so this message sounds very dubious to me. You may have picked up a bug so I would suggest you download and run something like Malwarebytes.

If you have a Google account, this message has been appearing as (I think) there has been a change of their Terms & Conditions.
