He did live there, and it's not far from Great Wyrley, which would have been in Staffordshire in those days, of course, if it isn't still...It features in Arthur & George by Julian Barnes as the residence of Captain Anson, Chief Constable of Staffordshire - Conan Doyle has a meeting with him there re the Edaji case.
One assumes this is based on real events.
I am almost from said Wyrley area (next village) I know a fair bit about The Wyrley Ripper and the Wyrley Gang. as I went to school in Great Wyrley we studied it in history. It's a damn shame, I've heard, non of the filming took place in the actual village. The church and vicarage are still very much there.
