Is £5,000 a 'drop in the ocean'

It is to Councillor Ian Parry who is the deputy leader of Staffs County Council (from Newsletter couple of weeks ago).
It is not to me.
Though it may be to some of the rich forumites..whoever they may be.

He was answering a question about an extra £5k of tax payers money being spent on their new offices for a manager who wanted some more privacy and described the money as a 'drop in the ocean.' In among the job cuts in public sector, an unfortunate choice of words I thought.

But can you just dismiss £5k as a drop in the ocean?

I suppose he is used to hearing about bigger political monetary scandals at Westminster so £5k privacy screens are a 'drop in the ocean.'
Touch of irony - councils are urged to be more transparent..then spend £5k for more privacy!

It may be a drop in the ocean in the overall scheme of things but £5k just for more privacy. Has he had his own toilet installed in his office or something?

£5k is often easier to get signed off than £50 because it will have come out of a specific budget for snagging ( or maybe snogging ) wheras fifty notes will have to be approved along the line
