Maybe it's a developer's condition that they have to fulfill... despite apparently not having to fulfill any promise to open the car park!

It's private land isn't it? The council shouldn't have sold it off if it's needed for general town parking.

This council are idiots. See pound signs, line their pockets, and then expect control over land they don't own. Bunch of d*ckheads!
