I would guess that the heating has been left on at low temperature in order to guard against frost.

I do wonder about these scenarios, as i'm sure many of us have seen lights left on (a boiler in this instance) and wondered who the heck is paying that bill?

No it could still be the company that runs Frankie and Benny's depending on their account with their supplier....it may not of been handed back to the landlord yet.

I'd doubt it....either turned off manually or they noticed the discrepancy in their consumption when they got their invoice from their power supplier...
