Penalty Charge Notice - Mersey Gateway Bridge

I've been issued a notice of payment for using said bridge, which i did i ain't denying that, but without knowing i had to pay to use the bridge!

I saw the sign saying you're gonna have to pay a toll here buster, so got my money ready but then never actually went through a payment point, so got on with my journey. A letter arrived two weeks later telling me pay £20 now or £40 later, up to you buster.

WTaF, am i missing something?

Any help would be highly appreciated.

I had a similar letter for the Dartford crossing last year and called them to explain I was expecting a toll booth at the other end and also many of the dart charge links were going to unsecure websites.

I paid the value of the toll and was advised that I wouldn't get away with a second infringement. However I accidently forgot to pay within the 24 hours limit and called again to explain and they let me off again.

Worth giving the Toll Trolls of the Mersey a call to see if they are equally as understanding to tourists.
