Riverside development April start

Judicial review on this development as good as over. Riverside car park will be shut in April, developer want early April but likely to be late April. SCC and SBC have been advised to inform persons who attends meetings and staff that the car park will be closed next month. SCC did this early this week staff advised not to be a hindrance to residents and carefully consider their parking options and to go on waiting list for SCC parking option, north walls, riverway. Big name number 5 also signed a precontract agreement with lxb this week.

Well according to today's Sunday Times M & S are going to cut back their refitting budget as the money spent already hasn't made any tangable difference to their sales(although I suspect it's more to do with M & S struggling to compete with the competition).
I wonder how this will impact on them moving into the Riverside development and if they don't commit will the development stall?
