Yes, maybe that as well.
Long before my time it might have been "never mind steps, a ladder will suffice".
"Can't risk any risk, make 'em all go by car" might be our council's attitude now.

Or maybe "a small set of steps" might later be identified as an obstacle to accessibility for those with a disability contrary to the Equality Act 2010.
So a ramp then. It's still not an expensive undertaking on a road that cost millions. The planners are just morons with no idea how to create a pedestrian or cycling friendly environment......... basically!
