The analysis looks a bit inconsistent. Stafford and East Staffordshire are borough councils, but North Yorkshire is a county council that includes borough councils such as Scarborough and Harrogate. Northumberland is a county council, but doesn't have any borough councils below it.

East Staffordshire includes Burton and Uttoxeter.

You need to ask the Lib Dems, who put the figures together!
I've looked on the NHS website and think they are their Clinical Commissioning Groups of which there are about 150.
