I'm assuming that the fence runs along the whole length of Truro Way and, therefore, a small section of the fence does run along the highway. If the fence is higher than 1m on height then this part of the fence, strictly speaking, should require planning permission. However, it would be a very picky planning officer if they requested an application for this section.

The purpose of requiring planning permission for fences over 1m in height next to a highway is to stop them blocking visibility splays. This fence, does not interfere with the highway.

It's just a shame that every little piece of green land is a target for housing.

I used to walk my dogs on that land before Saxonfields was built and did let them off lead for a run when walking round the area which is now fenced.

Soon I'll have to get in the car and take them to Cannock Chase to be able to let them off lead.

The original planning app was turned down as SBC said they had sufficient houses planned to satisfy the long term need as laid out in the Stafford Plan. I thought that the Planning Inspectorate had to agree a local plan so surely if this appeal is allowed it makes a nonsense of the Plan.

The Council are required to maintain a 5 year housing land supply and must be able to demonstrate this on annual basis. If the Council are not able to demonstrate a 5yr housing land supply there will be a presumption in favour of sustainable development and planning inspectors will allow appeals. The fact that SBC now has an adopted 20 yr plan should allow them to demonstrate that they have a 5 yr housing land supply for the foreseeable future, however SBC are relying on a number of large Strategic Development Allocations coming forward quickly and building a sufficient number of units per year. If for any reason these developments are delayed it would seriously impact upon SBC's ability to demonstrate a 5 yr housing land supply. I have serious doubts about SBC's ability to demonstrate a 5 yr housing land supply and, therefore, I expect speculative developments to continue to come forward.

If you look at the Council's latest 5 yr housing land supply paper you will see that a number of their strategic development sites should have been producing houses by now, however only Beaconside is.

The Strategic Development Allocation at Castlefields / Doxey have been seriously delayed. This is expected to deliver 2,500 houses. A significant proportion of Stafford's overall housing requirement.

As SBC initially refused consent, it will be it's job to now argue the case against the appeal.

That's exactly it. The appellants will base their argument on the matters that I have highlighted in my post. The Council will try and demonstrate that they do have a 5 yr housing land supply. The inspector will then make their decision based on the evidence before them.

The Council's position would be a lot stronger if they could demonstrate that their Strategic Allocations are coming forward. Sadly, they have been delayed by objectors and councillors....if you want SBC to defend speculative applications get the SA's approved asap.

Lots of delays on this but now Planning Inspectorate are advising that a visit will take place w/c 22 June and a decision will be made by the end of June.

I wonder if they are aware of Jeremy Le Froy's promise of an Eastern relied road for Stafford?
