It looks to me more like an experiment, the council trying out a change and seeing if it helps or not. If not then remove them. I wish I had that sort of money to experiment with.
As far as I know it is more usual for experimental layouts to be tried with low level white/red sand filled barriers and/or cones than to go to all the trouble of marking.

Nope, have given up on that so tried a different route this time in the hope of success.
I agree with others regarding this FOI. They are legally bound to answer you within a certain period of time. If they don't answer they must say why - eg data protection.
They probably hope you will forget about it and go away.... which will allow them to do things that are not scrutinised by the public, councillors or even their own bosses.
Don't give up. Ring and ask why they have not answered, then report them to the ombudsman or commissioner or whoever deals with this sort of thing.

In an attempt to get back on the topic of this conversation and as I'm bored of this running and running. I will make calls to the council myself tomorrow to find out what is going on. Surely I should be able to speak to someone who knows about it eh?

Keep us informed - not replying to a FOI request is poor form at the very least, not strictly legal at best i thought?
