This is very true, but you may as well pick your own untrained 17 year old than spend triple that on one in a uniform.
An old boy near me had so much aggravation from the official system, when his wife was alive, that he evaded it completely for himself and organised a few trusted individuals to cover the necessary requirements. This worked very successfully all through his 90s and officialdom never even enquired how he was getting on.

The council subcontracted my Mums daily care out to a local care service. The standard of 'care' was a disgrace and after numerous meetings between ourselves, their management and the council we cancelled the lot and worked it out ourselves. Not everyone is so furtunate. The whole system takes no notice of the needs of the elderly and whilst some of their employees attempted to do a good job under trying circumstances, most thought making a cup of tea was a decent hours work :(. A shameful system all round

If it reaches the stage my mum needs this sort of care there will be cameras.
