5,000 staff to be privatised

Read in the Newsletter that 5,000 of the County council staff are to be privatised - this is cooks, cleaners, music teachers, grounds maintenance staff, education advisers. How does this work, does the Council merely sell them to the private sector and get a payment for them. Then does the private sector make a profit by selling these workers to the schools! What happens to the salary and pensions of these staff. Please enlighten me?
