Laptop DVD mechanism are pretty intricate things and as the speed changes as the disk is played they can hit a point where an oscillation occurs (hence the noise) if a disk isn't perfectly balanced, or maybe slightly warped for some reason...

Before you do anything though, do the obvious thing... clean the laser. A clean cotton bud and anything pure alcohol based will do the trick (or cd cleaning solution)
