No idea. Possibly just a coincidence. I'm not aware that there ever was a Royal Hospital in Stafford.

How does this relate to the hospital in 1826?
It doesn't - different Earls.

The Staffordshire General Infirmary was created by subscription of the 'great and good' in the late 18thC - i have been unable to find any connection with an Earl Howe.

North Staffs (ie Stoke) had a Royal Infirmary, but i can't find any link with the then Earl Howe - however i did find this;
To the college is attached the Queen's Hospital. This charity is also indebted for its origin to Wm. Sands Cox, Esq. P.R.S. The foundation stone was laid in the year 1841 by the Earl Howe...
from this site http://www.midlandspubs.co.uk/birmingham/index.html (scroll down to just above the picture of King Edward's Grammar School New Street c. 1920)

Is it possible that it is a poster advertising a similar kind of event in Stoke?
