The Borough Council seem to have two primary targets, reducing the size of the 'spread out' shopping area and increasing numbers (of people) in the town centre.
One, they recognise that the previous Council spread the shopping area over too great a part of the town centre. The focus now, for shops, seems to be concentrate on the area from Market Square to Riverside. Therefore, I expect to see shops retained only in the part of the Guildhall Centre closest to Market Square.
Two, the Council knows that numbers travelling into the town centre has fallen significantly in recent years. Part of the solution is to have more people living in the town centre, so I expect housing to form a significant part of the new Guildhall Centre.
That said, there is still the market to factor in, as well as the new 'food hall'(?) in the old Co-op.
