well i can confirm though lots of research that what people smoke when they go to cannock chase will result in seeing bright lights in the sky

Don't they encourage the rain to fall elsewhere? I thought seeding actually promoted rain too, but if they do it on clouds that are heading their way there's a good chance it'll be rained out before it reaches them.
