Low Mileage Cars - Free Car Parking?

A few posts under my belt
I own a Fiat 500 with a road tax fee of £35.

On the Isle of Wight I can park the car in Council owned car parks for free for either 5 hours (short stay) or 8 hours (long stay).

Now I'm not sure if this is a Government initiative or just something that local councils implement but I wondered if Stafford Council implement such a scheme and if so would I need to obtain some sort of permit to park in the Council owned carparks when I visit Stafford.

Any advice would be appreciated.

It would be something that's implemented at a local level. Stafford Borough Council aren't doing anything like that at the moment!
