Neglect or Deliberate Lack of Attention?

Earlier today my son and I rode down the side of the river Sow from Fairway to Victoria Park and the Albert Cafe. We were both shocked as to the condition of the river, weeds and flora was so overgrown and high that you couldn’t see the river,?there were numerous fallen trees in or across the river and quite a few more that will soon fall. Now if we get any substantial amount of rainfall soon it is obvious that the river will flood. Who’s responsibility is it to maintain the River Sow?

Usually owned by the owners of adjoining properties, for the length of the property and to the middle of the river. Environment Agency may be responsible for ensuring that it is adequately maintained. But there may be other ownership, does SBC own/have responsibility for the section through its area?

They were propeller driven and I think medium sized but not very old, no obvious markings.
