The obvious solution here is to convert the bottom layer of Scaffold Place into a drive-thru, staffed by council employees with career aspirations.

We happened to be that end of town last night and so we popped into Frankie and Bennies for tea.
The waiter there said that Coast to Coast had pulled out .....anyone any info on this?
I'm in danger of asking a stupid question, however how do you access the proposed 1st floor restaurants. F&B has an external staircase, however I can't see any obvious route to the other upper units unless the rest of the units are going to be 2 storeys with an internal staircase. Am I being stupid??

As a non-driver I have never parked on a multi-storey car park, no. And at £1 an hour I would not park in that one anyway.You have obviously never parked on a big multi storey car park in a shopping centre before then?
But to answer your question....you don't HAVE to go through the car park.
You can get to them from outside.

My point, however, was not the stairs, or even the corridor, it was the issue identified by ChrisLewis above that the units are accessed through the car park. It is normal practice to build shops that can actually be accessed easily from the street.
