SCHC did you ever consider appeal against non determination? If it gets approved it will be worth the wait, however if it is refused (which I hopes it not) your in for another long wait.

It's absolutely ridiculous that it's taken 10 months to determine an application which should be a no brainer and is generally well supported.

The letter from Jeremy Lefroy is readable for me. It says:

"I am writing in strong support of the application by Stafford Hockey and Cricket Club for support to construct an all-weather 2G pitch.

Stafford Hockey Club continues to grow and a 2G pitch is essential to the future of the club given that league matches must take place on such pitches.

I would be happy to speak with you at any time about this application. My telephone number is ....."

That's odd - maybe someone at SBC saw this thread and fixed the link!

I'm disappointed but not surprised that that's all Lefroy has got to say for himself. It's practically identical to a previous letter he sent in support of the scheme.
I know, I know, at least he actually supports it, but he is supporting it in the least active way possible.

A bit like his support for our hospital.

Its gone on that long, we're taking the patient option at present.....that patience may of course run out....

First musings...

The application is from Adam Hill @ SBC not STFC

We assume the "boundary dispute" has not affected or will not affect the application. We therefore expect the council to withdraw their comments in relation to 14/21249/FUL.

We assume this is NOT a "cash cow"

We assume they will not be waiting for an answer 308 days after the application date

We assume that it will be run and funded by the tax payer (but it won't be a cash cow)

We assume some thought will be put into how an additional linked road to Fairway will actually work (even though we won't be informed)

We assume that Sport England will have no objection to the loss of a grass pitch (but will still use this as a reason to not support our application)

Nothing to see here.........move along

Oh and finally....just for clarification when the leisure department and the football club tell everyone in the town that SCHC don't support this particular application..."good luck it is a much needed project" (please can we have our's too...fairs fair and all that)

One assumes that any plan to come off Fairway will ensure one of two things (for safety, rat runs, general mither)

A. It is a one way road from Riverway to Fairway or vice versa

B. It is not actually linked (ala Birkdale Drive) and has a barrier half way thus giving access to both ends but no through route

Any other solution would be lunacy with option A being a nightmare too....

OMG.....cue lunacy option (mind you it could be a toll road....cash cow's and all that)

The football ground is now a public facility. Do end games just happen or are they end games from the beginning.

Vehicular access to the site will be gained from an existing vehicular driveway adjoining Riverway and a proposed new vehicular driveway adjoining Fairway. The new extension to an existing driveway will enable vehicle users arriving and departing from the site to enter and exit via highway benefitting from clear and unobstructed visibility and clear sight lines along both directions of the Fairway

Taken from the design and access statement. Seems both accesses will be two way, hopefully not joined.

They also say straight after they only expect 50 spectators per match. So not much traffic

It also talks about needing a sport england exception

Interestingly the application presumably relies on the promise of a further application related to the new access road from Fairway. This promised application does not exist as yet, but will be an important factor in the planners final decision. Also, the proposed road is nearly 1/4 mile long. A new road adjacent to the brook with all the related engineering will probably cost as much as the new proposed 4g pitch. Which budget is that coming out of as a road of this length would be hundreds of thousands of pounds to construct?

The planners can only determine the application in front of them. They can't approve an application on the basis that an application for a road on 3rd party land might come forward.

In hindsite, the money for the road will probably come from a S106 related to the Alstom housing development. It would probably mean the existing road off fairway, the car park and the model car club coming into council hands.

There are two smaller pitches which I have seen girls playing matches on just outside the main Stafford Town pitch. Looking at the Stafford Town fc application for new pitch it says more car parking and access.
Will these two smaller pitches be lost? If they are surely sport England would be objecting?

One of the reasons the football ground received the funding level it did (originally over half million pounds) was on the promise that the rest of the land owned by SBC but not within the new ground was going to accommodate 4 mini football pitches. For the first couple of years there were no pitches and over the last couple of years there has been two. This new application doesn't actually affect these pitches, however, the proposed new road and Streetscene potentially moving onto that land would leave little room for mini pitches. In essence they would argue that the new plastic pitch alleviates the need for any smaller grass pitches. That said the money was originally given to build the ground based on these mini pitches. From our club's point of view, it doesn't matter what the football club and SBC cook up between them...our beef is that it will be one rule for one and one for another based upon people's agendas....mainly money one would suspect. Sport England and the council will end up doing what suits the council - this can be seen with St Leonards RUFC being kicked off the land originally, the athletics being kicked off Rowley park, and other current projects in the town. Its cash cow for one and turnips for everyone else.

Its 313 days since our application went in, this new application will be determined within 60
When the new 3G pitch gets built along with associated works over 1.75million pounds will have been spent on the football at Riverway via grant aid and taxes

So predicted outcomes are:
Stafford Town FC - approved. (SBC have interest in the land)
Stafford Rugby Club - approved. (SBC director also director of club).
Stafford Hockey Club - refused. (SBC leisure object to it.)
Anyone think otherwise?

S106 money can only be requested / used to mitigate the impact of the development. A new road access to Stafford Town FC is not related to the Alstom housing development and, therefore, S106 money towards this would fail all the relevant tests.

We wouldn't argue with what you've said, but there's more at play here. Streetscene moving to Fairway, the county council on Riverway etc etc.. Money will be moved around one would suspect.

The section 106 related to B&Q/Liberty Mercian (320K) was all designated for use at Riverway. In a council meeting in January, the balance of this (23K) was allocated to this new 3G pitch scheme. Quite where 297K has been spent at Riverway in the last 6 years remains to be seen! Any F.O.I guerrillas out here??

The Council could request the Alstom housing developers to fund off site open space improvements. However, this should be paid towards improving off site open space areas. I don't think a new access road falls within this definition. However, do I / we trust SBC to spend the money correctly.?

Austerity Britain huh? The road will cost more than the pitch....lol
