The Trades Club at Hebden Bridge is an excellent example of what can be achieved.
With a population of only 4,500 (11,000 to 12,000 for the immediate area) and located between Manchester and Leeds, it still manages to pull in an impressive array of artists: http://thetradesclub.com/

I drew the plan for the reshaping of The Jungle...The 'Greenspace' behind was cleared and tidied by Staffordshire Wildlife shortly after I did voluntary work for them in the mid-90's. It had been a real tip & dumping place for years, dangerous, frequented by alcoholics & other undesirables 'Yes I know'' but I assure people it used to be MUCH worse!
