TWO Stafford Hospital A&E nurses falsified records and told colleagues to do the same to meet targets, as well as verbally abusing staff and patients, a hearing heard today.

Sharon Turner, an emergency department sister who left Mid Staffordshire NHS Foundation Trust in September 2009, and Tracy White, currently working at the trust as a clinical site manager, face being struck off at a hearing of their fitness to practice by a panel of the Nursing and Midwifery Council.
The hearing found on July 2, 2007 Ms Turner inappropriately arranged for a patient to be transferred to the Clinical Decisions Unit (CDU), knowing they required a trolley and further treatment, and knowing the CDU did not have any trolleys.
Ms Turner was also found to have failed to ensure the patient's records were accurate by not recording she was still in A&E.
On October 28, 2007, when informed several patients had breached the four hour target on the A&E's minors section, Ms Turner told one nurse to tell another to "lie about it", and said "for ***** sake, what have you done that for?" or words to that effect, when informed the clinical site manager had been made of the breaches.
The hearing heard found on various unknown dates between December 2003 and October 2009, Ms Turner spoke about staff and patients inappropriately including calling another sister "stupid", "incompetent" and saying "I hate that woman" and "I am going to have her if it's the last thing I do", or words to that effect.
Of a charge nurse, she said she would "make his life hell and get rid of him in six months", "drive him to drink" and "He should have taken a few more pills and done the job properly" or words to that effect, following his admission to hospital after an overdose.
The hearing found Ms Turner said "I don't care if she lives or dies" or words to that effect, following the admission of another nurse to A&E with a head injury.
About patients, the hearing heard, Ms Turner said, "they can ******* wait", "they want to get real" and "I don't give a flying ****", or words to that effect.
She mimicked foreign accents and called junior doctors of Asian origin "suicide bombers", "Osama's mate" and said "what have you got in your rucksack doctor, is it a bomb?" or words to that effect.
Lastly, on various unknown dates between December 2003 and October 2009, Ms Turner was found to have avoided breaching the four hour A&E waiting time target by inaccurately recording patient discharge times and telling other staff to do so and by instructing staff to transfer patients to wards with soiled sheets.
The panel heard on or around July 20 2007, when asked by a senior staff nurse to help undress an elderly female patient so she could be examined by a doctor, Ms White refused and in front of the patient said: "She is just constipated and not taking her Lactulose, naughty little monkey", and "well you cant, so just get rid of her" or words to that effect, when the doctor said that he wanted to examine the patient's abdomen.
On various unknown dates between July 2000 and July 2010, in relation to a patient who had attended A&E following a termination of their pregnancy, Ms White was found to have said: "she can wait, if you can do that to your baby", or words to that effect.
On various unknown dates between July 2000 and July 2010, to prevent breaching four hour A&E waiting time targets, Ms White was found to have inaccurately recorded patient discharge times and told other staff to do the same, changed patient records so as to inaccurately record patient discharge times from A&E, told staff to transfer patients to the CDU before they had been appropriately assessed by medical staff in A&E and instructed staff to transfer patients to wards with soiled sheets.
Maggie Oldham, chief executive at Mid Staffordshire NHS Foundation Trust confirmed Ms Turner was no longer employed by the trust having left her post as emergency department sister in September 2009.
"Tracy White is still employed by the trust and works as a clinical site manager," she said. "We will need to take some time to consider the Nursing and Midwifery Council panel’s findings once they announce their decisions."
The hearing adjourned until 09:30 tomorrow in order to seek instructions given the panel's findings of fact.

Today is an important day for Stafford.

This morning we heard the news that Stafford will continue to be a vital major hospital providing a very wide range of acute and elective services to the local community in partnership with UNHS. This is extremely welcome, not least because this partnership will also give University Hospital status to Stafford, which will help with recruitment and retention of staff.

Most importantly, we have come a long way from the proposals at the beginning of the year to reduce Stafford to a community hospital. It is only through the tireless support of the local community, through Support Stafford Hospital, plus the hard work of the staff at the hospital, that this progress has been possible. We can all be proud of the community effort to show our support for our hospital. The fact that Stafford is now one of the top performing hospitals in our region is testament to that.

However, under these proposals submitted to the Secretary of State today the TSAs are still recommending the removal of paediatrics from Stafford.

It is my view that any such removal of paediatrics does not meet the needs of the local community and I continue to maintain that there must be 24/7 access for children into Stafford hospital as well as inpatient paediatrics.

This afternoon I met with the Secretary of State for Health to make that case. He has 20 days to consider the recommendations from the TSAs before making a final decision and I will continue to make this case, on behalf of the people of Stafford, at every opportunity.

I am looking carefully at the proposals for Level 3 Critical Care and emergency surgery.

I welcome the fact that children will continue to be born in Stafford. This was a hard fought case and a victory for our community campaign to retain births in Stafford. However, the rise in the birth rate in Stafford, plus the proposed expansion of our community, means that consultant led maternity services continue to be the best solution and I will continue push for this outcome in the long term.

One of the cornerstones of the NHS has always been patient choice and the people of Stafford have chosen to have maternity and paediatric services at Stafford. Now that the TSAs have agreed, we must ensure those services are used. I will continue to fight to ensure that the voice of Stafford is heard.

Personally, I'm not a great fan of 'choice', I just want adequate services available where they should be.

Has 'choice' really always been one of the cornerstones of the NHS?

I think the hospital missed the opportunity to come out and declare itself in a new era, the most scrutinised in the country and therefore endorsed as a place to build new brilliant reputations with fresh staff and a momentum to completely reverse its reputation

I actually expected that to happen

But nobody made it so

If I ever have to go to A&E I think I'll go to Wolverhampton or Crewe.
