I may be wrong, but I think the premises need a licence and so does the person selling?So he didn't had a licence when it actually opened?

Say he got the premises licence, would that stop any new landlords being able to trade without his permission? Meaning the owner could be held to ransom?

There are premises licences and personal licences. The Premises Licence covers the property and allows the sale of alcohol and details the types of entertainment permitted; it can be transferred from one owner to another. Personal Licences allow the individual to sell alcohol but others can sell alcohol on their behalf. The Designated Premises Supervisor (licensee to you) has to have a Personal Licence. It would appear Whitbread still hold the premises licence from the Chambers era as it has never been transferred to anyone else, there hasn't been anyone to transfer it to. The Living Room would have operated under temporary circumstances pending the transfer. The Premises Licence holder does not have to be the owner of the property (which in the case of Hogshead/Chambers/Living Room is ??).
There are also Club Premises Certificates but nowadays many clubs actually hold a Premises Licence, and some hold both.
