Biomass was all the rage but there is a doubt about it now.

No there is little doubt about it. Biomass is a shrewd move by the council since they will be getting payments for 20 years under the RHI phase one.

Additionally they can have free wood from their land an so save many times.

Heck it's often cheaper to heat a building using coal or anthracite / smokeless rather than natural gas / oil / LPG.

A good biomass boiler or gasification systems can save significant amounts of money in addition to receiving payments from the government.
