Just seen a response to the planning application titled "Forward Planning Policy Response" and surprise surprise they recommend approval! Forward Planning in SBC ?? I wonder if they are planning for gridlock!

So ace Stafford planners recommend approval of council leader's development company's housing scheme? What a shock result!

Just had a look at the Planning application for Truro Way / Cornwall Drive and the status is showing application refused - no further details yet.

I think the forward planning section of the council is very different to the planning department, so whilst forward planning might think it is OK, it may not meet the planning requirements??? Technically, this land wasn't identified for housing in the new local plan, so if they passed this one, they'd essentially wreck the plan that they have only just approved! Maybe this refusal will kick out any development on that land until the current local plan expires!!

What they really need is a Backward Planning department.

It will go to appeal and the application is waved through. That is how these things usually work.

The Planning Committee know how things work and often refuse applications so that they themselves get no stick from their electorate (or in some cases, can say that no undue influence by any member of the council with conflicting financial interests was had), knowing full well that on appeal the application will be granted. But hey, they tried their best!!!

I don't think the application even got to the Planning Committee stage. Looks like the application was refused by the Planning Officer so there must be grounds to refuse on Planning issues - maybe it is down to the fact that the land is not in the new Stafford Plan. I do have the same thoughts about the appeal though - it would be easier if this application was agreed by the Planning Inspectorate and not the SBC for obvious reasons. Wait the whole of Saxonfields falls into the same category - Land owned by the same land owner, SBC refuse and Inspectorate agree........let's see.

This app was called in by the two ward cllrs, so doesn't that normally mean the decision has to go to the committee, who might turn it down at the risk of a refusal being overturned by the Inspectorate? Or maybe oultline apps don't go to committee?

Possibly by refusing it now SBC is cleverly sweeping things under the carpet before a revised proposal arrives?

Information on Planning Committee

Planning applications are either decided by a senior officer using the delegated decision scheme, or by the Planning Committee. The Planning Committee is made up of elected members.
Applications decided by the Planning Committee (which used to be called Development Control Committee) include applications made by or on behalf of a Councillor or employee of the Borough Council, applications referred by the Head of Planning and Regeneration and applications ‘called-in’ to committee.
An application can be called in by one or more councillors for the ward in which the application is located, or three members of the Planning Committee. They can do this within 21 days of the application appearing on a weekly list of applications received. This list is published on a Friday and contains details of applications registered in the previous week.
Agendas for the meetings should be available to download five clear working days before the meeting takes place and the minutes should then be available as soon as possible after the meeting. When the application is decided, a decision notice is issued.

SBC have refused the App, it's Not gone to the Planning Committee, Ward Cllrs withdrawn Call In. Apparently

Any experts out there who can put that in laymen's terms? Looks like a solid refusal to me.

Not an expert but it is a refusal. Doubt the Planning Inspectorate would overturn it if it was appealed as they have also signed off to the new Stafford Plan!

The report concludes; Para 17 of the NPPF core principal, planning should be plan-led, this land is not in the Plan for Stafford and not brown field,

Application is not therefore acceptable in principal.

What's going on? Half way along the shared path at the back of Saxon Fields? A large area closed of with Heras Fencing . There is an excavator on site and the topsoil has been removed and the start of a hardcore base is in evidence?
