What do local councils actually do?

How do I edit this?
No, not a joke.

There seems to have been loads of "the council should do x,y & z, but they're too lazy/useless/busy taking backhanders" comments on here recently, when it often seems that the subject in hand is something neither the County or Borough have any authority over.

I thought a sensible (pretty please) thread on what the powers & responsibilities of the two councils in Stafford actually are might be useful.

It's worth keeping in mind there's been a trend for successive governments over the last 40 years to centralise power previously held by local authorities.

Some reading on the subject I found enlightening:

Not much point taking any notice of anything written on Wikipedia. It is totally unreliable, anybody can write anything on it.

Another excellent thread idea

Have a read of this for an idea of what the borough council is supposed to do. Obviously some services are duplicated as is the nature of an a-z but it gives an idea.

The Borough Council also have some pots of money the hand out to other groups or committees to distribute as part of a service agreement. I sit on such a committee - the Stafford District Arts Council (SDAC) (https://stafforddistrictarts.org.uk/) - Members / Member groups of SDAC can apply for grants of up to £1000 to help with arts events for the Stafford borough.

Sell land to private companies to do as they please with ?? Or is that not the answer I should be giving :)

Be one of the worst per pupil funded LEA's at £4309 per pupil? Bottom is £3949, top is £8594.

112/151 is totally shocking. The consequence on the ground has seen the removal of music and performing arts provision from many high schools as they just don't have the funds for these 'luxury' lessons. Imagine a school with no school plays, no school orchestra, and hardly any kids learning a musical instrument as the cost for all but the most affluent is no longer affordable to most. Sad times in my opinion and a massive loss to our kids :(

This is pretty much the kind of thing I'm talking about. The Dedicated School Grant is money from central government going into Staffordshire's Schools, so if it's too low it's the fault of Theresa May & Jeremy Lefroy, not of SCC who can only decide how to spend it.
Precisely. And plenty of schools are now academies over which local authorities have no legal powers.

So why aren't the council and Lefroy fighting to get a level playing field, i.e the same amount for each kid? I see no signs of such :(

In the case of Mr Lefroy, if 48.5% of the voters vote for you anyway, there is no need to rock the boat..?

Sad but true I guess. I know my daughter went to a poor school in a poor area of Stafford and the impact of such glaring financial inequality across the authorities was terrible for the kids. I always wonder why people are so happy with the status quo in Stafford, and happy to tolerate and even welcome such shoddy treatment. Agree completely with @HopesDad on this one issue!!

Sell land to private companies to do as they please with ?? Or is that not the answer I should be giving :)

Be one of the worst per pupil funded LEA's at £4309 per pupil? Bottom is £3949, top is £8594.

Isn't poor research and background a wonderful thing in the simplistic world of some.

Firstly the County Council provide education services, NOT the Borough Council. So linking the selling of BC land to poor education funding is wrong.

Secondly the County Council receives a specific pot of money for education from central government in order to find all education in their remit. This funding distribution from HMG is linked to some complicated allocation formula that I don't think anyone understands except in that it has consistently disadvantaged Staffordshire for decades.

Poor education funding in Staffordshire is therefore the fault of central government. You could take it up at the ballot box at the next election, except for the fact that all parties are in favour of the current formula.

Why can't you argue a point without getting nasty and personal. Every post you make is a personal insult to someone with a different opinion to yourself, and some of them are shameful.

I wonder how long before people have to get used to the concept of Pupil Loans to fund their primary and secondary education?
