who to contact when my mail is being delivered to wrong address?

I moved house 10 days ago and hadn't had a single letter in all that time. I live in an upstairs flat and yesterday afternoon my downstairs neighbour put through my door about 10 letters - all from the last 10 days!
It seems the postman can't be arsed to climb the stairs to my front door to put my own mail through my letterbox so just shoves it through my neighbours.
The thing is there was something in that mail that I needed to have done 5 days ago and I don't want to have to wait 10 days for my neighbours to bother to venture upstairs again - who do you think I need to contact about this?
I've tried the sorting office but as stated in a different thread they NEVER answer the phone!!

I keep getting my neighbour's mail, he even lives on a different street but his surname is the same as my first name which I can only guess it causing the postie cofusion. I did tell the postie once and it stopped for a while but slowly the trickle of mail for this man started again.

I used to live at a house that the postie couldn't comprehend was 'Number 1' not 2, or 1A, or the neighbouring shop. I dimly recall complaining using a form on the website and getting a personal response.
