The really annoying thing about this is that it sends out mixed messages.

When you want to do things like renew a passport etc, you can do so online via a .gov.uk address, or get conned by doing it via a .com/.co.uk address as there are .co's out there counting on the gullible saps not noticing. We are warned about this because the .coms and .co.uks of this world are, we are told, middlemen charging a fee for processing what we can easily do ourselves without paying for it.

Suddenly, registering to F**KING VOTE is seemingly, is it not (?), outsourced to a '.co.uk', rendering warnings to not use them null 'n' void.

But hey, we're all going to die anyway, so f**k it, yeah?

I had the same problem.

The Government Digital Service[1] (which are revolutionising the way the government digital services work, in a fantastic way) worked especially hard to get registering to vote available online, it included the need to change the law[2]. Anyone interested in the way that the government works or the way all things digital work will probably find the work the Government Digital Service are doing fascinating, it's well documented and they share so much information[3][4] and insight, their blog[5] is a gold mine of information. Anyway, as part of this there is a central website from which you can register to vote and that website will communicate with your local council.

I know that the letter is from the council, but there's the potential that it isn't and as Withnail said it's absurd they expect people to trust this. I would not touch that website with a barge pole, register via the gov.uk website if you do need to register.
