Randles must be the customer, so surely they can dictate a delivery time if they chose to. Or as has already been suggested enter into an arrangement with Tesco to shove the lorry on their car park for unloading.
If there were unloading restrictions on that stretch of road, then Randles and their supplier would be forced to comply - much like shops in pedestrianised areas can only take deliveries before 10 and after 4.
